Nuclei Close to the N=20 and N=28 Shells

The present work reviews the properties of the neutron-rich isotopes of oxygen,
fluorine, neon, sodium, magnesium, sulfur and argon. The changes in nuclear
structure appearing as one goes away from the -stability line are discussed in
detail. Information is presented on the mass, the radii of nucleon distributions,
energy of the excited states of these nuclei, on the possibility of halo formation as
well as on the deformation and quantum characteristics of the ground states of
different isotopes. The location of the neutron drip line and questions about the
stability of nuclides with Z 8 are considered in connection with the weakening or
even vanishing of the shell effects at the magic numbers 20 and 28, аnd the
discovery of the new neutron magic numbers at N=16 and N=32.
