From the JINR Annual Report

"Statistics knows everything" - it was ironically noted in the well-known book by Ilf and Petrov. However, the figures published every year in JINR reports not only know, but also speak of many things, such as the fact that the work of the departments, despite the coronovirus circumstances, went on as a well-established mechanism - stably, clearly, efficiently.

JINR Publishing Department

In 2021, 56 titles of publications, 91 titles of service materials were issued at the JINR Publishing Department. Proceedings and collections of seminars and conferences have been published.

On the occasion of the jubilee of JINR Scientific Leader V.A.Matveev, the book "On the 80th Anniversary of Victor A.Matveev" was published. The following publications have been released in the series "Study and technical guides of the JINR University Centre": "Heavy ion physics and its applications" (authors: Yu.Ts.Oganessian, Yu.E.Penionzhkevich, V.A.Grigoriev), "Relativistic nuclear physics" (author A.I.Malakhov), "Introduction to experimental nuclear physics and nuclear electronics", volume 1 (authors: I.Vankov, D.Kamanin, Yu.Panebratsev, in English).

The JINR Annual Reports for 2020 have been published; "Strategic Plan for the Long-term Development of JINR up to 2030 and beyond" has been published in Russian and English. 6 issues of the journal "Physics of elementary particles and the atomic nucleus" including 89 articles have been published. 7 issues of the journal "Physics of Elementary Particles and Atomic Nuclei, Letters" containing 94 articles have been published. The further issues of the information bulletin "JINR News" have been published in Russian and English. In addition to the issues of the JINR newspaper, two brochures have been published in the series "Library of the weekly "Dubna"": "Stories" by G.Levin and "Conversations with scientists: About physics, about life and about myself".

As part of the exchange of scientific publications, JINR publications have been sent to organizations cooperating with the Institute from more than 40 countries of the world: JINR preprints and announcements, the information bulletin "JINR News", JINR annual reports, the journals ""Physics of Elementary Particles and Atomic Nuclei, Letters".

The JINR Publishing Department has sent 73 articles containing the results of the work of Dubna scientists to the editorial offices of journals, to various conferences, symposiums, meetings and schools held both in the JINR Member States and in other countries. Articles of JINR employees have been sent to the journals "Nuclear Physics", "News of the Russian Academy of Sciences. Physics series", "Instruments and experimental techniques", "Nuclear physics and engineering", "Crystallography", "Surface. X-ray, synchrotron and neutron research", others.

The STL Express Bulletins issued by the Publishing Department serve to promptly inform the readers of the Scientific and Technical Library about new acquisitions. "The bibliography of research papers of JINR staff for 2020" has been published. The express bulletins of the department of licenses and intellectual property have been released. Work on placing periodicals and non-periodicals published at JINR in the database of the Russian Science Citation Index (RSCI) on the platform of the electronic library system of the Scientific Electronic Library has been underway.

New equipment for bookbinding has been purchased - a machine for cutting metal springs and an archival bookbinding system. A new large-format printer has been purchased for poster printing.

Science and Technology Library

Last year, the number of readers of the Scientific and Technology Library amounted to 2000 people. There is an electronic system for accounting for the issuance and return of literature. The number of issued literature is 2484 copies. As of 1 January, 2022, the library stock amounted to 431 927 copies, of which 195 197 were in foreign languages.

At the request of readers, 179 publications have been received on interlibrary loan, 54 requests from other libraries have been fulfilled. 1721 copies of books, periodicals, preprints, dissertations and abstracts have been received from all sources of acquisition, 559 of them in foreign languages. All incoming publications have been registered in the central catalogue, catalogs of the branch, as well as in the automated information and library system Absotheque. 142 issues of express bulletins "Books", "Articles", "Preprints" with information on 6496 titles have been published. Electronic versions of the bulletins are available in the New Arrivals section of the STL website and are sent to 100 e-mail addresses. One can subscribe in the "Services" section of the STL website.

Exhibitions of new acquisitions of books, preprints, periodicals, dissertations and abstracts have been regularly updated. 1311 editions are presented on them. 8 thematic exhibitions are organized. E-catalogs of journals, articles, preprints, books, dissertations and abstracts are available on the Internet at http://lib.jinr.ru:8080/OpacUnicode/.

The total number of references to the STL e-catalogs has amounted to 15.5 thousand. In the e-catalog, through their personal account, readers can order the required literature, as well as view their library accounts (see the STL website, section "E-catalogs") (1459 entries). "The bibliography of research papers of JINR staff for 2020" has been issued. A bio-bibliographic index has been prepared.

3414 announcements and JINR preprints are scanned and placed in the e-catalog. The database of research papers of JINR staff is available on the Internet through e-catalogs.

The library receives 100 titles of periodicals. Due to the fact that the STL subscribes to foreign journals, the Institute's employees have access to full-text digitized versions of these journals on the Internet. "The Scientific E-Library" is widely used by readers. The total number of accesses to digitized versions of journals through "The Scientific E-Library" and through the websites of foreign publishers has amounted to 150 thousand.

Thanks to the National Digital Subscription of the Russian Foundation for Basic Research, JINR staff has received electronic access to the journals of the publishers "Elsevier", "Wiley", "American Physical Society", "American Institute of Physics", the journals "Nature", "Science", journals and books of the Springer Publishing, to the "IEEE Digital Library", to the world abstract databases of scientific publications "Web of Science", "Scopus".

Within the framework of the project "History of JINR and the city of Dubna on the pages of books, journals and national newspapers", 91 new bibliographic descriptions have been introduced. The information retrieval system "Literature about JINR scientists" (includes 994 entries) is available to users in the section of the STL site "Publications about JINR".

In 2021, 287 publications from 10 countries were received in exchange for publications issued by the JINR Publishing Department. Of these, Russia accounts for 19, Ukraine - 5, Romania - 10, Germany - 206, France - 3, Japan - 10, CERN - 10.

In 2021, the Absotheque automated information and library system included: books - 514 titles, journals - 1647 issues, preprints - 2536 titles, dissertations and abstracts - 130 titles, book articles - 248 titles and journal articles - 6360 titles. As of 1 January, 2022, the number of bibliographic descriptions in the Absotheque AILS amounted to 329 941 entries.

At the request of the JINR Directorate, references were made and statistical tables were compiled on the indicators of JINR's publication activity in general, as well as jointly with scientists from other countries and organizations using the "Web of Science", "Scopus" and RSCI databases.

Bibliometric indicators of the publication activity of JINR staff for 2021 (according to the international database "Web of Science" as of 27.01.2022):

• total publications - 1108;
• total number of citations - 1201;
• without self-citation - 979;
• average number of document citations - 1.08;
• Hirsch index - 12.

DLIP

In 2021, the work of the Department of Licenses and Intellectual Property (DLIP) was carried out in the following areas.

In the field of work on the protection of industrial intellectual property. Further cooperation with the Federal Institute of Industrial Property (FIIP) of the Federal Service of the Russian Federation for Intellectual Property (Rospatent) has been carried out on JINR patent applications that passed the examination as to form of FIIP of Rospatent in 2020-2021. Amendments, additions, clarifications to the application documents were agreed upon and made in accordance with the comments of FIIP experts on the merits. An examination of a number of design developments by JINR employees was carried out, including: determination of objects of legal protection and their classification in accordance with the International Patent Classification (IPC), search for analogues and prototypes, determination of the technical level of these developments for patentability.

Together with the authors, work on applications is completed that has previously passed formal and substantive examination and 11 RF patents for inventions are obtained. 12 sets of application documents for obtaining new patents for inventions have been prepared and sent to FIIP for formal examination. As of 1 January, 2022, JINR is the holder of 83 active patents for inventions. Rospatent received 8 certificates of state registration of computer programs. As of 1 January, 2022, JINR is the owner of 19 registered programs and databases.

In the field of patent information work. In 2021, JINR received 36 digital issues of the Rospatent Bulletin "Inventions. Useful Models. The information published in these bulletins has been processed taking into account JINR topics. The results of processing are presented in 12 issues of the DLIP Bulletin "Patents", sent to the departments of the Institute to subscribers both in electronic and paper form. The electronic database of DLIP bulletins is also available on the website of the department. DLIP information sheets are drawn up on the receipt of new patents by the Institute and state registration of objects of industrial intellectual property. This information is regularly included in the "Patents" section of the JINR website.

In the field of standardization. The library of standards is replenished: 12 new interstate and state standards (GOSTs) of the Russian Federation, 3 indexes of GOSTs and 12 information indexes of standards (IIS), technical specifications, guidelines, recommendations and rules for 2021 have been acquired. Newly adopted technical regulations of the Russian Federation have been acquired in the number required for the work of departments.

More than 40 amandements have been made to the relevant documents of the Standards Library's Fund and copies of subscribers. 14 official copies of GOSTs have been issued to departments for permanent use.

The database and automatic search for regulatory documents in the DLIP library fund has been replenished. Access to the database on the DLIP website containing about 11 thousand titles of documents available at JINR is supported.

Work on update of the technical regulations in force in Russia, interstate standards (GOST, national standards of the Russian Federation (GOST R) and other regulatory and technical documentation related to the activities of the Joint Institute for Nuclear Research has been carried out.

Personnel

The number of JINR staff as of 1 January, 2022 amounted to 5203 people (without temporary staff members). The following staff members work at JINR: Academicians of the RAS V.A.Matveev, I.N.Meshkov, Yu.Ts.Oganessian, M.A.Ostrovsky, G.V.Trubnikov, B.Yu.Sharkov; RAS Corresponding Members V.L.Aksenov, L.V.Grigorenko, D.I.Kazakov, V.D.Kekelidze, E.A.Krasavin, A.A.Starobinsky, G.D.Shirkov; members of other state academies of sciences B.S.Yuldashev, O.Chuluunbaatar; 45 professors, 28 associate professors, 235 doctors of sciences, 625 candidates of sciences.

Awards

For fruitful work at JINR, international cooperation and on the 65th anniversary of JINR, the following JINR staff members have been awarded: awards of the Ministry of Science and Education of the Russian Federation - 42 employees, awards of the Moscow Region - 31 employees, awards of the State Corporation "Rosatom" - 37 employees, awards of the city district of Dubna - 70 employees, JINR awards - 907 employees. A total of 1098 JINR employees have been awarded.
