The expiring year has contained a variety of events. International staff of the Institute confidently overcame "the equator" towards the implementation of the JINR Seven-Year Plan of development. Significant progress in the development of the most important JINR basic facilities was achieved: Nuclotron-NICA, DRIBs-III, as well as the complex of cryogenic decelerators and spectrometers of the IBR-2 reactor. New impressive results in the fields of rare decays and neutrino oscillations were obtained.

The most important achievements in 2013 in the international life of JINR were the following events: JINR was granted observer status in such European research structures as the Strategic Working Group on Physical and Engineering Sciences of the European Strategy Forum on Research Infrastructures  (ESFRI) and the Astroparticle Physics European Consortium (ApPEC).

Among the results obtained during implementation of the JINR Seven-Year Plan, which were voiced in a report of JINR Vice-Director M.G. Itkis at the 114th session of the JINR Scientific Council, was the following one: "Staff members of FLNP and LRB performed calibration of the flight module of  the Mercury Gamma and Neutron Spectrometer (MGNS) in July 2013.

A workshop devoted to discussion of the JINR neutrino programme organized by leaders of DLNP and JINR was held on 16-17 December 2013; the workshop was attended by physicists from Dubna and their colleagues from a number of Russian scientific centers involved in this scientific theme.

JINR Scientific Leader V.G. Kadyshevsky and Professor A.G. Olshevski participated in ceremonial events dedicated to the 20th anniversary of foundation of the International Association of Academies of Sciences and the 95th anniversary of its permanent Chairman President of the NAS of Ukraine Boris Eugenievich Paton, which were held in Kiev on 2–4 December 2013.

A regular meeting of the joint scientific seminar “Physics on the Large Hadron Collider” which is organized by the RDMS CMS collaboration of Russian institutes and JINR Member States that take part in the LHC experiment Compact Muon Solenoid (CMS) will be held on 18 December 2013, at 15.00 pm (Moscow time) at the conference hall of the JINR University center (LIT, room 437).

The 1st International African Symposium on Exotic Nuclei (IASEN-2013) is being held on 2-6 December 2013 in Cape Town (Republic of South Africa).

A representative delegation from Romania headed by Minister Delegate for Higher Education, Scientific Research and Technological Development Mihnea Cosmin Costoiu, Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Romania Vasile Soare and Romanian Plenipotentiary at JINR Nicolae Victor Zamfir visited the Joint Institute for Nuclear Research on 23 November 2013. The delegation included representatives of Ministry and Embassy, heads of leading Romanian universities and journalists.

A delegation from the Czech Republic headed by Minister of Education, Youth and Sports Dalibor Štys visited JINR on 22-24 November 2013.

A regular session of the Committee of Plenipotentiaries of JINR Member States starts today in the International Conference Hall.

The International Seminar devoted to the 90th anniversary of Professor M.F. Likhachev will be held on 25 November 2013 the Conference hall of the Veksler and Baldin Laboratory of High Energy Physics (bld. 215) at 2 p.m.

20 November 2013, JINR Director V.A. Matveev presented to JINR Plenipotentiary of Mongolia Professor S. Davaa a congratulatory address to Prime Minister of Mongolia A. Norovyn on the occasion of the 50th anniversary of the foundation of The Nuclear Energy Commission of Mongolia.

Minister of Education, Science and Technological Development of the Republic of Serbia Tomislav Jovanović received Head of the International Cooperation Department Dmitri Kamanin and the Serbian Coordinator of cooperation with JINR Cerjan Petrović from the Vinča Institute of Nuclear Sciences on 8 November 2013 in Belgrade.

Ambassador Extraordinary and Plenipotentiary of the Republic of Serbia to RF Slavenko Terzić accompanied by First Counselor of the Embassy Momčilo Zercović and Defence Attaché Zoran Stojković visited JINR on 6 November 2013.

The fifth Session of the Joint Coordination Committee (JCC) on cooperation between the Arab Republic of Egypt and JINR was held on 30-31 October 2013 in Cairo.

The 4th International School for Young Scientist and Students «Instruments and Methods of experimental Nuclear Physics. Electronics and Automatics of Experimental Facilities» will be held on 5-8 November 2013 at the Joint Institute for Nuclear Research.

The International Scientific School for young scientists «Modern Neutronography» will be held in the Joint Institute for Nuclear Research with the support of the Russian Foundation for Basic Research on 28 October - 1 November 2013.

RF Prime Minister Dmitry Medvedev promised to support the project of the heavy-ion collider NICA, which is created in the Joint Institute for Nuclear Research in Dubna during his visit to the Institute of Plasma Physics in the Chinese city of Hefei.

A regular extended meeting of the JINR Directorate was held on 17 October 2013.  The milestones of the 114th Session of the JINR Scientific Council (19-20 September), the JINR budget for 2014 and the three-year plan for 2014-2016, as well as issues of preparation of meetings of the JINR the Finance Committee and the Committee of Plenipotentiaries of JINR Member States in November and issues of implementation of “Regulations for the evaluation rules of personal research productivity of scientists” were discussed at the meeting.

The JINR Scientific Council at the 114th session (September 2013) elected V.A. Bednyakov as Director of the Dzhelepov Laboratory of Nuclear Problems for a term of five years. The JINR Scientific Council thanked A.G. Olshevski for his successful work as DLNP Director.

14 October 2013, the memorial board in honor of Academician Alexey Sissakian was opened on the day of his birth in the JINR Laboratory of Theoretical Physics. Earlier one of new streets at the site of nuclear physics and nanotechnologies of the Special Economic Zone "Dubna" was named after JINR Director, who untimely passed away in 2010.

The 15th Workshop on High Energy Spin Physics (DSPIN-2013) will held in the Bogoliubov Laboratory of Theoretical Physics on 8-12 October 2013.

The Collaboration meeting of the COMET experiment which has the purpose to study neutrinoless conversion of muons into electrons was finished today in Dubna.

The 22nd CBM collaboration Workshop was held in Dubna on 23-27 September 2013. Such workshops are held twice a year from 2003 alternately in Germany and CBM member states.

The International Workshop «Supersymmetries and Quantum Symmetries SQS`2013» being held on 29 July - 3 August 2013 in the Bogoliubov Laboratory of Theoretical Physics of the Joint Institute for Nuclear Research.

Today at the European Physical Society meeting in Stockholm (EPS HEP 2013), the international T2K collaboration announced a definitive observation of muon neutrino to electron neutrino transformation. In 2011, the collaboration announced the first indication of this process, which was then a new type of neutrino oscillation; now, with 3.5 times more data, this transformation is firmly established.

CMS has seen an important rare decay predicted by the Standard Model of particle physics. Strong evidence for the decay of B_s mesons (pronounced B-sub-s) to pairs of muons, which comes after a wait of roughly 25 years, will be announced later today at the biennial EPS-HEP Conference in Stockholm, Sweden.

A meeting of the Presidential Council for Science and Education was held in the B.P.Konstantinov Petersburg Nuclear Physics Institute (PNPI) of the National Research Centre "Kurchatov Institute". The meeting was devoted to issues of development of infrastructure of scientific research and performance evaluation of scientific organizations. A new membership of the Council included PNPI Director, FLNP Scientific Leader RAS Corresponding Member
V.L. Aksenov.

The International Conference "Mathematical Modeling and Computational Physics" (MMCP 2013) was held on the second week of July in JINR. It was organized by LIT JINR, the RAS Keldysh Institute of Applied Mathematics and Slovak scientific centers – the Institute of Experimental Physics, the Technical University, and the Pavol Jozef Safarik University. This scientific forum continues traditions of conferences on mathematical modeling, numerical methods and computational physics which were started in 1964 in JINR.

A book "Russia at CERN. Participation of scientific organizations and industrial enterprises of the Russian Federation in establishment of the Large Hadron Collider". The book contains documents of ministries and departments of Russia participating in the project "Large Hadron Collider", relevant Russian institutes and industrial enterprises, the Joint Institute for Nuclear Research and the M.V. Lomonosov Moscow State University, as well as CERN collaborations ATLAS, CMS, ALICE and LHCb.

A regular extended meeting of the JINR Directorate was held on 4 July 2013. JINR Director RAS Academician V.A. Matveev spoke about reformation of RAS in his introductory speech, he emphasized that our international scientific organization has to be more active in achievement of new significant results.

Chairman of the Israeli Committee on High Energy Physics of the Academy of science and the Ministry of Science of Israel Professor Eliezer Rabinovich (the Hebrew University of Jerusalem) and Chairman of the JINR PAC on Particle Physics Professor Itzhak Tserruya (the Weizmann Institute of Science) visited JINR on 11 July 2013.

The International Conference "Mathematical Modeling and Computational Physics" (MMCP 2013) is being held
on 8–12 July 2013 in the the Laboratory of Information Technologies of the Joint Institute for Nuclear Research in Dubna.

The second stage of the International student practice in JINR fields of research of 2013  for students from European countries and USA started today on 8 June, 2013.

The 38th meeting of the JINR Programme Advisory Committee for Nuclear Physics chaired by Professor W. Greiner was held on 20-21 June 2013.  A report of S.N. Dmitriev “Results of three years of work accomplished at FLNR under the Seven-Year Plan for the Development of JINR 2010–2016 (Status of the DRIBs-III project)” was the one of the milestones of the PAC meeting.

The 38th meeting of the Programme Advisory Committee for Condensed Matter Physics was held on 17-18 June in Dubna. Participants of the meeting were acquainted with the decisions of the last sessions of the JINR Scientific Council and the Committee of Plenipotentiaries of the JINR Member States.

The International Workshop on non-accelerator new physics (NANPino-2013) dedicated to the centenary birth of the outstanding physicist Bruno Pontecorvo will be held on 24-29 June 2013 in the Resort Hotel «Valday» in Novgorod region, Russia.

CERN celebrates twenty years of a free, open web
Geneva, 30 April 2013 - Twenty years ago CERN published a statement that made the World Wide Web ('W3', or simply 'the web') technology available on a royalty free basis. By making the software required to run a web server freely available, along with a basic browser and a library of code, the web was allowed to flourish.

Youth and Science. "GRID and Advanced Information Systems"
The 4th JINR-CERN School on Information Technology "GRID and Advanced Information Systems" was opened on 22 April 2013 in the International Conference Hall. JINR Vice-Director M.G. Itkis and Co-Chairman of the School Organizing Committee, JINR Director Advisor, CERN Honorary Member J. Ferguson presented reports on history of establishment of these scientific centers, their structure, fields of research, prospects and plans of activities in the nearest years.

At XVII AYSS Conference. Remembering of the founder
The traditional XVII Scientific conference of young scientists and specialists was held this year in nontraditional timescales – instead of common February in April. The fact is that the conference was devoted to the centenary of the birth of Venedict Dzelepov, which is celebrated on 12 April.

Their names are in the history of science. The second edition of the book about N.N. Govorun.
A presentation of the second edition of the book “Nikolai Nikolayevich Govorun” dedicated to that outstanding scientist, a Corresponding Member of the USSR Academy of Science, Deputy Director (1966-1988) and Director (1988-1989) of the JINR Laboratory of Computing Techniques and Automation (the JINR Laboratory of Information Technologies (LIT) at present) was held on 11 April 2013 in the Conference hall of the Laboratory of Information Technologies.

AMS experiment measures antimatter excess in space
Geneva 3 April 2013. The international team running the Alpha Magnetic Spectrometer (AMS1) today announced the first results in its search for dark matter. The results, presented by AMS spokesperson Professor Samuel Ting in a seminar at CERN, are to be published in the journal Physical Review Letters. They report the observation of an excess of positrons in the cosmic ray flux.

On 21 - 22 February 2013, members of the JINR Scientific Council were acquainted with the decisions of the autumn session of the Committee of Plenipotentiaries of the JINR Member States, considered the implementation status of the JINR Seven-Year Development Plan for 2010-2016 in the main fields of research and proposals for updates of the Plan, heard the recommendations of the Programme Advisory Committees. Participants of the session learned about prospects of JINR research in astrophysics and neutrino physics, nuclear physics, heavy ions, discussed proposals for participation of JINR in modernization of the LHC.

A visit to the Embassy of the Republic of Cuba
JINR Vice-Director M. G. Itkis and Head of the JINR International Cooperation Department D.V. Kamanin visited the Embassy of the Republic of Cuba in Moscow at the invitation of Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba to the Russian Mr. Federation Emilio Lozada Garsia on 12 February 2013.

The 110th anniversary of the birth of an outstanding Soviet physicist, President of the USSR Academy of Science (1975-1986), three times Hero of Socialist Labor, one of the founders of Soviet nuclear physics Academician A.P. Alexandrov is celebrated on 13 February 2013.
