      Each theme and project of the Topical Plan has 1st or 2nd priority. For the year 2013 the priorities were set for one year only in accordance with the recommendations of the Directorate and Programme Advisory Committees of JINR, of the Directorates and Science and Technology Councils of the Laboratories.
